448MB of ram is a weird amount of Ram normally 512, that would be my first suggestion get more ram, like 1GB for XP and 2GB for Vista, check it is compatible with you mobo, you are grossly under on memory
Where are you downloading from? Try speedtest.net. Try repairing your connection. Try unplugging and replugging the modem power. Restart the computer. It may be a temporary service problem with your ISP. What is the connection between the modem and computer? That amount of memory should have no effect on internet speeds.
This problem has nothing to do with your laptop. It is either your ISP’s problem or the site you are visiting is very slow.
Try power cycling the modem. Here’s how:
1. Turn off the modem and the computer.
2. Unplug the cable from the modem to the computer
3. Turn on the modem and wait for 2 minutes.
4. Start the computer. After it has fully booted up and you are logged on, plug the modem cable back in and start up your browser.
If that doesn’t work, it may be a hardware issue (check with your ISP) or possibly a virus using up your bandwidth.
Your LAN speed is 100Mbit. Your WAN speed (internet) is likely under 5Mbit down and 512kbps up.

Don’t confuse bits with bytes.
Try TCP optimizer and select the “Optimized Settings” radio at the bottom
Call your ISP if the speeds are still not as advertised
